UN-Habitat under its Slum Upgrading facility (SUF) based in Nairobi, Kenya identified Indonesia, Tanzania, Kenya and Sri Lanka to initiate of low income housing initiatives through its Guarantee Fund. To spearhead this programme LFSUS was incorporated as a Company Limited by Guarantee in 2006 through a Memorandum of Understanding signed between UN-Habitat and the Government of Sri Lanka represented by the Ministry of Urban Development.

Borrowing for the basic need of shelter or other financial necessities by low income earners have been a hassle with complexities such as providing clear title deeds to lands and other formalities that have distanced this segment of society from the financial sector.

To cater this vacuum of not being able to access the formalized financial sector LFSUS will support the financing of slum upgrading initiatives. LFSUS plays an intermediary role in facilitating Microfinance Institutions (MFIs), Community Based Organizations (CBOs) and commercial bank tie up through a guarantee provided to create an effective partnership to reach underserved communities with affordable finance for healthy, clean and habitable housing.
We have through this initiative provided low income dwellers with housing, house upgrading, sanitation facilities, waste water management systems, access to clean drinking water, lighting among other common amenities.
