Mr. Chandula P Abeywickrema
Chairman


Mr. Chandula Abeywickrema is a Senior Banker with over 25 years of experience in the financial services industry. A former Deputy General Manager (Development Banking) at Hatton National Bank one of Sri Lanka's premier Banks and thereafter spearheaded the Bank's initiative of a separate financial institution to cover Microfinance as Project Director. He led a number of key divisions at HNB including microfinance and agricultural banking, deposit mobilization, retail banking, marketing, credit cards, leasing and pawning. At present he holds the position of Consultant- Strategy and Marketing at National Saving Bank of Sri Lanka.

His career began at Ceylon Cold Stores as a Management Trainee and thereafter as Senior Marketing and Credit Executive at Lanka Orix Leasing Company Ltd spanning a period of 6 years. He graduated from the University of Kelaniya, Sri Lanka with a Bachelor of Commerce (Special) Degree. Also obtained professional exposure overseas in credit analysis, marketing management, development of business and leadership, finance and banking in Europe and the Asia Pacific region. Acknowledged locally and internationally as a Microfinance specialist and expert policy maker with recognition for his leadership as an innovator and practitioner. Much sought after speaker and presenter for various international conferences and forums in the area of microfinance and financial inclusion.

In recognition of his capabilities he was appointed as Team Leader of the Policy Advocacy Committee for Financial Inclusion by the Asian Bankers' Association whose Secretariat is currently in Taipei and also the current Chairman for Banking with the Poor Network (BWTP), the largest Asia based microfinance network, having its Secretariat based in Singapore. Also the Chairman of Splendor Media, one of the largest media buying houses in Sri Lanka, a member of the Executive Advisory Board of Youth Save Consortium, USA, independent Non-Executive Director of Thaneakea Phum (Cambodia) Ltd, one of the largest microfinance institutions in Cambodia, Director Vision Fund Lanka, a fully owned company of World Vision International, member of the Advisory Board of Making Cents International, USA and the most recent appointment as Chairman of CSR Sri Lanka, National Council for Corporate Social Responsibility for the private sector in Sri Lanka.

Mr. M.J.Travis Waas
Director

Mr. Waas counts more than 25 years of experience in financial services sector, having commenced his career at Lanka Orix Leasing Company Ltd in 1987. After serving Hatton National Bank Ltd and Vanik Incorporation Ltd where he set up their respective Leasing Divisions, he joined DPMC Financial Services Ltd in 1999 as its Executive Director to steer the financial services cluster of the David Pieris Group. He was Managing Director of Assetline Leasing Company Ltd from 2003 – 2009 and Director / CEO of Orient Financial Services Corporation Ltd till 2012. In November 2013, he has been appointed as Non-Executive Director at Capital Alliance Finance PLC. Mr.Waas possesses a B.Sc. from the University of Colombo and a MBA from North Texas State University, USA.

Mr. Yu Hwa Li
Director

Mr. Yu Hwa Li was employed as the Regional Governance Advisor for the East, South Asia & Pacific Regions since September 2008. Prior to his current role, Yu Hwa served as the National Director of World Vision Lanka from April 1998 having previously served in different managerial roles in National Resource Development, Human Resource Development and as Executive Assistant to the Field Director, in a career spanning 17 years with World Vision Lanka. From 1983 – 1991 Yu Hwa worked in the Private sector with the Bartleet Group of Companies in the Commodity Futures Trading & Produce (Tea) Broking.

Counting over 20 years of experience in the non-profit sector, Yu Hwa also serves on the National Boards of Lanka Evangelical Alliance & Development Services (LEADS), a national Christian faith-based NGO working among the poor, and Habitat for Humanity Sri Lanka (HHFSL). He is also the current Vice President of the Welfare Board of Holy Family Convent Colombo, a leading private Girl's School in the Archdiocese of Colombo. A member of the Sri Lanka Institute of Directors (SLID) since 2002, Yu Hwa has received formal training in Governance through the Sri Lanka Institute of Directors, Chartered Institute of Management SL, the Commonwealth Association of Corporate Governance and Board Source. He also holds a City & Guilds London International Diploma in Training Skills.

Yu Hwa's interests are world and international affairs, sports, parenting and teaching. Yu Hwa was an Observer delegate to the first Asian Mission Congress of the Federation of Asian Bishop's Conference in Thailand (2006) and a Lay Speaker at the Catholic National Mission Congress in Kandy, SL (2007).

Mr.Yu hwa Li is currently serving as a Senior Executive Manager of Caritas Sri Lanka SEDEC National Centre.

Mr. P. Suresh
Director

Mr P. Suresh is the Additional Secretary (Urban Development) in the Ministry of Urban Development, Water Supply & Drainage. He has graduated from University of Peradeniya as a BSc (civil Engineering) and completed Postgraduate Diploma in Geo-tech at the same University. He is a Chartered Engineer by profession and at the same time has undergone multitude of professional training at various organizations in local and international level. He has served as an Assistant Director (Engineering), Deputy Director (Engineering), and Director (Infrastructure) at the Engineering Service Department-Kandy. He also worked for Swedish International Agency as a Project Adviser and he was a former Director (Engineering) at the Ministry of Justice. He was awarded for his outstanding performance to bring up the schools project as the No.1 project by SIDA and he got the award for the best performer by the Japan Bank for International Co-operation by the Central Province

Mr. Bandula Boralessa
Director

Mr. Bandula Boralessa is the Additional Secretary (Policy and Monitoring) in the Ministry of Local Government & Provincial Councils, Colombo. He has completed, Bachelor of Arts (General) in 1981-84 at University of Peradeniya & Master of Arts in 2001-02 at the same University. Mr: Boralessa entered Sri Lanka Administrative Service (SLAS) in 1987 and entered to the SLAS special grade in 2007.

He has served as the “Land Commissioner General” from 2006 to 2010 and from 2010 to 2014 as the Additional Secretary (Lands) in the Ministry of Lands. He also served as the Secretary to the Ministry of Home Affairs and Fisheries in 2015.

He had also received foreign exposure training in over 8 countries on the relevant fields.

Mr. Boralessa serves as a Director to the LFSUS since December 2015.

Mr. M.F.A. Mubarak
Director

Mr. Mubarak is the Director in charge of Department of National Planning in the Ministry of National Policies and Economic Affairs. He has done his Masters in International Corporation Policy, University of Ritsuimeikan Asia Pacific University in Japan and his Bachelors in Business Administration and his Graduate diploma in Development economics at the University of Colombo, Sri Lanka.

Mrs. Rupa Manel Silva
Director

Mrs. K. V. Rupa Manel Silva, Chairperson of Women's Bank since 1998 joined Women's Bank in 1990. A dynamic and an outgoing personality in developing Women's Bank and empowering women, teaching them savings and credit, Mrs. Silva has won numerous national and international awards for her talents and creativity. She attended international conferences in about 25 countries representing Women's cooperative and she represented Asia at World Labour Day Programme conducted by UN – ILO in Geneva where she won an award for Women's Creativity in Rural Life by presenting a story based on her biography. Mrs. Silva is a member of Asia conference on Housing Rights (ACHR) and the Vice President of ClapNet Institute implementing Housing programs in 15 urban councils in Sri Lanka.

Mr. Gamini Swarnapala
General Manager

Mr: Gamini Swarnapala joined Lanka Financial Services for Underserved Settlements (LUSUS) from 1st July 2014.

He counts over 35 years of experience in Banking, Financing, Recoveries and Management. His experience in the corporate sector includes 19 years at ‘Hatton National Bank PLC’, 10 years at ‘Asian Finance Ltd’, 2 ½ years at ‘Deshodaya Development Finance Company Ltd’ as the ‘Deputy General Manager- Credit,Rrecoveries & Marketing’ and a short stint of service at the ‘Ceylon Tobacco Company Ltd’ where he commenced his career. He was also on contract to the PAMP ii project which was implemented by ‘Central Bank of Sri Lanka’ as its ‘Regional Project Manager’.

Mr: Swarnapala’s specialized area of expertise lies in Rural and Agricultural Financing, Micro Financing, Financing of Small & Medium enterprises, Real Estate, Leasing, Hire purchase and entrepreneurship Development. He had also received foreign exposure training in over 12 countries on the aforementioned fields.

Mr: Swarnapala holds an MBA in General Management, National Diploma in Agricultural Engineering and also the Intermediate Banking Diploma from the Institute of Banker’s, Sri Lanka (IBSL). He is a fellow member of the Institution of Incorporated Engineers of Sri Lanka (FIIE-SL) and a Fellow member of the Business Management Association (FBMA-UK).

Mr: Gamini Swarnapala, who is a prominent social worker, has membership in various national & international organizations and also an All Island Justice of the Peace.

In recognition of his service to the community, Mr: Swarapala was conferred the “Vishva Keerthi” award by the Sri Lanka Human Rights Organization of Justice of Peace. He was also named a “Paul Harris Fellow” by Rotary International.
